Coherence of National Food Policy and Strategic Implications for Perum BULOG

Abstract

Background: The 2045 Food Barn vision requires coherence among production, distribution, price stabilization, food reserves, technological innovation, and institutional coordination; therefore, national food performance must be viewed as a cross-sectoral public governance issue, rather than merely a matter of production output, given that the success of food policies is heavily influenced by organizational design and the implementation capacity of various actors. Objectives: This study aims to analyze the development of Indonesia’s food performance during the 2024–2025 period, assess the coherence of national food policy design at the document level, and formulate strategic implications for the repositioning of Perum BULOG toward the 2045 Food Barn vision. Methods: The study employs an explanatory document analysis based on secondary data, combining quantitative descriptive analysis of data from the Central Statistics Agency (BPS) and Perum BULOG publications with a structured content analysis of six key policy documents, using the Food Policy Synergy Index (ISKP) instrument, which encompasses four dimensions and twelve operational indicators. Results and Discussion: Rice production in 2025 increased by 13.29%, while productivity rose by only 0.60%, indicating that the improvement in supply was driven more by an expansion in harvested area than by production efficiency. An ISKP score of 81.67 indicates a high level of policy design coherence, particularly in the stabilization-reserve dimension, but still reveals weaknesses in data integration, local actor participation, and policy implementation feedback mechanisms. Conclusion: The high level of coherence in policy documents is not yet sufficient proof of effective implementation on the ground. Perum BULOG needs to be strengthened as a mandate-based food intelligence hub through enhanced data interoperability, regional buffer stocks, and early warning systems to support more precise, adaptive, and evidence-based food governance toward 2045.

He earned an Associate’s degree in Industrial Management from the Jakarta Academy of Corporate Leadership in 2014, a Bachelor’s degree in Business Administration from the School of Administrative Sciences at the State Administration Agency in 2018, and a Master’s degree in Regional Development Planning from Hasanuddin University in 2021.

Arman Amran was born in Selayar on October 2, 1972. He earned his bachelor’s, master’s, and doctoral degrees from the Faculty of Agriculture at Hasanuddin University. He currently serves as a tenured faculty member in the Agribusiness Program at the Faculty of Agriculture and Forestry, University of West Sulawesi.

Rizki Abdillah Tanjung was born in Binjai on February 26, 1992. He is a lecturer in the Agribusiness Program at the Faculty of Agriculture and Forestry, University of West Sulawesi. His educational background includes community development and regional development planning. The author completed his undergraduate studies in the Department of Islamic Community Development at the State Islamic University of North Sumatra, then continued his studies in Regional and Rural Development Planning at the University of North Sumatra.

Suhartono was born in Ujung Pandang (Makassar) in 1988. He completed his master’s degree in Forestry at Hasanuddin University in Makassar and previously earned his bachelor’s degree in Forestry from the same university. He is currently a tenured lecturer in the Forestry Program at the Faculty of Agriculture and Forestry, University of West Sulawesi.
